lat. inst. I have the honour to inform you that I received yesterday by post a telegram from the Crown Agents informing me that they have booked a passage for me by the Empress Canada.

I booked my passages as I always had done when on leave. I thought we had to find our own passages as best we could. There were rumours when I left Hong Kong that free passages were to be granted, therefore I wrote my letter of the 1st, when I had booked my passage to find out if this were the case.

Therefore I beg that I may come under section 9 of the Circular and that the equivalent of the actual cost be granted to me. The actual amount is £146. I cannot produce the ticket as required by the general order until the full amount is paid. I would however produce it for your inspection as soon as I get it.
